I have properties in a cold and snowy area, a ski resort town. 

Assuming that is the issue the owner or PM can resort to cancelling the lease with 30 days notice. 

If she does not sell it after a period of time, then she may resort to a lower price.

Medicaid is a program of last resort so we don't have (elderly) people literally dying in the streets. 

My parents own several large storage facilities and they have hosted auctions but it's a last resort.

Resorts keep going up and the influx of visitors-turn-investors continue to spike each month.

As for active listings, the only things I have to go off of at the moment are the Student housing prices per semester at the University, and one luxury apartment complex that has a 2 bed 2 bath asking for about $3,160 (includes 24 hour fitness center, monthly catered Resident Receptions, health and wellness programs, and a resort-style pool.
