.- Our W2 income is about 480K, both working full time M-F.- Hubby owns a consulting business, income 65K-100k. - We have about 1 million in our 401K, 403b, and other retirement accounts (95% Vanguard index funds). 

If, without paying any extra dollars per month, you'd be paying off an extra $21.5k principal over the next two years, AND thus saving you $245/m thereafter (even at 1.5% higher interest rate than you're paying now), then I've run out of objections.But you obviously have issues (eg. student loan!) 

In the apartment industry, typically $250-300 per unit per month is held by the banks in escrow, but R&M can be much higher - Utilities - Is there any common-area lighting?

@Dennis M. gave the best description I've ever read of a "D" 'hood, he said: "It's just a short stroll down the littler lined street to the local liquor store".There have been 3 or 4 murders in the area in the last few years but they were domestic disputes not gang warfare.
