Second guy said he is an electrician, but all the power outlets are not working.

To piggy back off of  @James Ma, build a network of realtor(s), plumber(s), contractor(s), electrician(s) and a CPA.

I've done a number of flips and have a good relationship with all of my subs, except for the electrician. 

Hire a local electrician to do a service calc, and if need be, then upgrade your electrical service and while your at it setup a dual meter electrical service if your going through all the trouble of an upgrade anyways.
