The tenant has not met the requirements of withholding rent.If the tenant claims they have moved out, ask them to state that in writing (email or text is sufficient) so you can enter, remove their belongings, and take possession.

I’ve never considered cash for keys as an option, and don’t recommend it but if there is a situation where someone were to do it for whatever reason, just be sure to withhold that payment until the tenant is completely out, property is fully inspected and found to be in acceptable condition and locks are changed.

Also if he is just taking PITI into the equation, he is missing/withholding info about utility costs, stocking/supply costs, cleaning costs, etc.
