That said, for the lender or an FHA rep to physically come to the house and check is very highly unlikely and the only time I've seen it happen was because there was fraud involved; I wouldn't worry too much.In terms of the tenant, it sounds like he's just an unproductive member of society.

Trying to fight a utility is unproductive, at best.
