The Data base was basically the I 5 corridor from the California Oregon Border to Just South of Tacoma Washington between the coast range and the Cascade range.. we had about 11k parcels identified and that was our list.. we sent some mailers but it was almost all telephone work.. once we had the data base we used the reverse directory to find the phone numbers now keep in mind this is pre Cell phone..

It sounds like in California, no you cannot get records of people who have had their water turned off unless you can convince "..the utility... that the public interest in disclosure (of these records) clearly outweighs the public interest in nondisclosure.”The paragraphs below are from here https://firstamendmentcoalitio...Unfortunately, there is a specific exemption under the California Public Records Act that exempts from disclosure “the name, credit history, utility usage data, home address, or telephone number of utility customers to local agencies,” though it goes on to state that such information may be made released “[u]pon determination by the local agency that the public interest in disclosure of the information clearly outweighs the public interest in nondisclosure.”

Fees charged in every aspect of their business operations allows them to make an outsize return on the backs of their LPs. there's a joke in twitter feed how one GP is charging liquidation fee when the project going foreclosure while at the same time they open a new offering.Naturally this is the level of concern they have for people they get to invest over the telephone.

If you have someone who regularly gets their own off market listings you could firm up this sort of deal with them, but lots of times there is an email chain, telephone list, etc. that has been notified about the listing.
