Health and safety inspections don't seem to care much about zoning or permitting issues.

Lock away extra supplies; trust is great, but accidents (or curious kids) happen.

They blamed Ocala govt for delay on permits. 

Duplex have different zoning that may permit additional units.

This is interesting and I look forward to the feedback.But, I don't know if I want extra buoyancy in a hot tub?

I think he calls it "pre-development" & goes over subdividing, entitlements, permits, etc.  

From simple rules like permits to outright bans so that is a huge risk IMHO.
