If you have gas to the water heater and the furnace, I have to imagine 150A is fine for most SFR, but again, the electrician can do the load calculations.As for price, I don't know the prices in Phili, but I can't imagine $1900 is too expensive.

They put odorant in gas to detect leaks(rotten egg smell), you can pinpoint leaks by using a combustible gas indicator and soapy water.I wish we have gas service in our prop in Houston.
