No, I do not extract that income to live on because I don’t even need the $250k to live a pretty extravagant (To me a boring Midwest guy who never made more than $60k/yr while working.

Unfortunately, I don't think there is much of anything you can do to post-mortem this in a meaningful way.  

However if I do a BRRRR I can achieve infinite return by extracting all of my investment.

If I invested $100k in the year 2000 using the same leverage and no extraction of value in both San Diego and Cleveland, which investments do you think would have the better cash flow over the hold?

Assuming you have a loan on that property you co-own, you'll need to "extract" that equity somehow and convert it to cash to be able to use it on another property. 

Most likely they're slightly lower than they are now but not meaningfully.

And my #1 issue is I don't see any actions to address this in a meaningful, market specific manner.
