There are pockets though you can go to South Jackson MS and buy as is homes for 10 to 40k But they will need 10 to 30k or more in rehab and your buyer will be far and few between that is Section 8 land .

One thing I have also seen investors do is have too many personal use days which can have lead to a similar situation as Jackson.

Vegas is a perfect example U can buy a 400k rental there and in many  cases the taxs will be lower than say a 100k rental in Jackson MS.
