Not alot of confidence in any existing rentals as consistent indciators but I feel like so many homes are 1/2 rentals and don't tell the whole story.Anyone have any insight into the Cashiers/Highlands/Sapphire/Lake Toxaway markets to share? 

Make sure you do business with people you have vetted and are confident they will get the job done.

I'm not sure I have full confidence in this property management company.

If are confident you will receive a permit, then somethings to think about...#1 I would call the city rentals department directly and ask if the seller's license will remain active until the day yours becomes active.
