You can virtually make any house an "A" house but you can't change the neighborhood, unless you have so much money you can buy the neighborhood - and even then you might have structural problems that can't be solved: sewage plant; prison; projects; etc.My strategy is always to buy a C-D house in a B neighborhood.

Danny,Not sure if this will help in your situations, but I recently read that lots of liquor stores and convenience stores have been having this problem so they started planting classical music outside their buildings and the people stopped loitering.
