This is actually a very small minority (and a lot are scams too). 

What if they aren't knowingly scammers & were scammed themselves and decide to defend themselves?

I believe the best way to protect yourself from the up coming shady contractors and construction scams is to educate yourself.

My experience with virtually everything in life: if they cannot give you a reasonable range of prices that encompasses 90-95% of all situations without giving you "the pitch", it is usually either a scam or ridiculously overpriced for the "benefit" that it provides the purchaser.
