Hello all, I am interested in buying raw land at auction at far below fair market value with intent to "flip" the land at just below fair market value.

To allow reimbursement would in effect permit respondent to enjoy the fruits of a property which he is not allowed to own.

Really the program owners just sit and enjoy the fruits of their labor.
