I think 8 is the minimum.1) Lighting circuit, 2) (2) GFCI counter appliance circuits, 3) Fridge, 4) Microwave, 5) Dishwasher, 6) Garbage Disposal, 7) Range, 8) usually a few others for small appliances with motors or heatYou also need a permit if you are changing any plumbing locations, like moving the sink drain a few feet away, or adding a Refer water line, etc....And then there is structural...many people today are trying to open up the old kitchen area and turn it into a 'Great Room'...so that will require new headers/posts/Etc.
