In many cases this can be as simple as taking the property will all of the contents and disposing of them for the seller (remember many heirs are from out of town/state) and the last thing they want to have to do is clean out a house that has 30 years of accumulated stuff.

I have sent notes to tenants asking them to straighten up or I would dispose of the items that were cluttering the common areas.I believe it is important to give tenants a storage area...and it is not unrealistic to ask them to help keep common areas clear.

You can dispose of them after this time expires.I calculated once that it takes like 45 days to get your property back if you're fully on top of it and the tenant appeals.
