But in this particular property, what happened is, the HOA is delaying maintenance so much that someone reported to the city that the outside condition "is not safe", so the city is giving tickets to make the outdoor esp. stair much safer.

I look at things very differently at 43 then I did in my 20's and 30's for age.As you get older you start seeing more and more people that you knew pass away and it cements in your mind to really think and decide what you are going to do in every moment of your life.   

Proper subfloor on tile is 3/4 T&G plywwod with 1/2 cement board.
