The only way to really get around this now, would be if your contractors would accept the money from the QI and "reimburse" yours, but obviously you have to have a relationship with the contractor and trust that they won't double dip and run.

You'll be reimbursed after from the lender on a "draw schedule", but you'll need funds first. 

Have you ever had to actually use them as far as getting reimbursed etc.?

There are hearing boards that a seller or buyer can take claims or complaints to for settlement, sometimes in the form of cash reimbursement. 

Some companies take a while to reimburse you and some pay rather quickly so you just have to check and do your due diligence.

then you may have a justified reason to demand the PM reimburse you.

Pay the bill yourself, then reimburse yourself by charging the tenants based on a formula.

The other method is to have somebody totally new (and clueless) provide a testimonial to get some reimbursement of their money paid originally to that guru.

Reimbursement and Indemnification of Trustee.

Encourage your potential borrowers to do the same, perhaps for an hour at your expense, reimbursed if they do a deal with you.
