That makes it sound simple and there will be some bumps along the way but it really gets back to how much money you lose by having someone else manage it and you have to weight that out.

As HUD states, you can require "reliable" sources, which could be within your local region (unless the applicant is new to the area), and explicitly reject "online" sources.You also can still have "reasonable" restrictions, such as requiring a recent Veterinarian report that proves the animal is in good health and well cared for and identifies the breed, weight and other identifying elements.

You're not wrong in that the big guys will always toss their weight around.

However, if the police/city felt they had enough evidence to actually issue you a fine as a result of the tenant's behavior, then that would carry a little more weight and I personally wouldn't have any issue pushing the cost of the fine back onto the tenant.Anyway, something to consider for your future leases. 

If it's a lifestyle purchase or a mix of the two, your liking of the place carries more weight.
