Mom signed the lease with me directly and has named her adult sons and daughter-in-law as named persons living in the residence.

New tenant wants to know if I will authorize her relatives (1 adult and 2  kids) staying a month each summer.What are the Cons of allowing this?

An allowance is something you give your children, not your tenants (even though your adult tenants might behave childishly at times ) ...So best thing is to have tenants get utilities into their own name.
