Not my cup of tea, but from a financing perspective FHA/HUD financings are strict on compliance with FairHousing /ADA standards on properties built after 1990.  

They understand their job is often difficult being the punching bag for both sides of a management transaction that can last for years.

If they roll up to the showing in a car filled to the roof with old McDonald's bags, have mustard stains all over their shirts, and reek of smoke, I would find a way to not accept their application.  

If times get tough and they bring in a bad tenant, you could be left holding the bag.

I just had a real old one from CA payoff and he was paying me in cash ( weed grower) so I flew down to santa rosa to pick up my bag of cash and I could not find the note... so he has to do a lost note affidavit    LOVE NOTES

Is your tenant using containers for the trash or just leaving it out in bags?

On the next rehab, I vowed to myself that I wouldn't put on my tool bag, and I would even consider hiring a GC to handle everything turn-key.

As mentioned there is a big language barrier, but from my perspective I was lead to believe it would only be a few bags.
