I already submitted the permit but haven't heard from the office yet.

The warranty company gave me permission to go out of network and submit a receipt for reimbursement.

And than advise Title agent's in how thing's will go, draft and submit contract's too the attorney's, who attorney's also draft contract's, review, advise etc.. 

Have you submitted the claim to the Insurance company that they are insuring it with.   

If I had submitted a non-refundable deposit but the financials still made sense I would still go through the same process.

All I had to do was fill out a form on the VA website and submit it, and after a SHOCKINGLY short time span I received the COE (certificate of eligibility) showing my fully restored entitlement.
