There's even a certain resiliency that's developed in the neighborhoods with the knowledge that in some matters, you're on your own.Despite all the issues, parts of Detroit are thriving.

If you can get it to sit still and not roll ahead of the tires, I have driven over it with a backhoe and it is very resilient and returns to it's original shape with minimum deformity.

You can glue engineered wood flooring right to the concrete.A better/slightly more resilient installation though is to put down a plywood subfloor first then install as you normally would in a framed house.
