I believe in higher quality over the long term will ultimately yield better L....O...N...G... term returns for the reasons that @Dawn Anastasi mentioned.  

See, when you put someones back against the wall with T&M, you're forcing them to be sure they are "safe" in that material order because they know efforts to be accurate leave a good chance of being a bit short on this n that, and either you not reimbursing, or giving em hell on why there is additional "and then" items.

I personally have certain amounts I act on so then tenant doesn't get the perception I am nickel 'n dime-ing them every month.

The card company will reverse that charge because the tenant is their customer.  3rd party payment processors don't have the regulations placed n them for investigation, etc that banks do. 

I do know looking at how few original structures are left n the area that most have gone the tear down route.
