@Fernando Morales “Non Conforming” actually has a legal definition.....a property that met zoning (legal) when it was built but zoning later changed so that property could no longer be built. ie. zoning originally was for 4 units, a 4 unit was built, then zoning later changed to only allow 2 units.  

@Angelina Morales, There is the possibility with all of those LLCs that some creative things can be done. 

If your business model depends on whether or not the enforcing authority has the resources and political resolve to pursue and catch you, there is a chance you should be reconsidering your business model.The fact that you are questioning the moral implications of this pursuit is a good indication of your integrity.

Moral of the story being - if you don’t do it today you won’t be able to catch up tomorrow.

That seems quite excessive to me both morally and from a strictly financial standpoint. 

Moral of the story:  If you don't mind playing their game and jumping through hoops, you are covered for surprises on your personal home purchase. 

It is moral, credible and respectful.

I'm not trying to argue moral or philosophical high-ground, just strategy.
