Based out of Manassas, VA here :) The 750-hour rule is part of the IRS guidelines for qualifying as a real estate professional under Section 469 of the Internal Revenue Code.

Also, on an international level SF RE is relatively cheap compared to central London, HK, Manhattan, etc.

So you can imagine a 9 to 10 year old hanging around the Al Pacino type guys and all the sales stuff they talked about .. learned a lot from those old pros that helped me start at 18.

I work with investors from California all the time that are able to find good cash flow in a growing market where the appreciation is obvious.I agree with @Jason Wray that many of the investors I talk with from the West Coast find that the markets in the sunshine belt work far better for their investments. 

I invest primarily in Pittsburgh and if you asked me I'd probably try to talk you OUT of investing here unless you're willing to follow the steps I outlined about getting situated
