A lot has to do with time of the year and if they have kids in school or moving there would be holidays or very harsh weather outside ( extreme heat or cold etc.)

If the outside needs as much work as the inside then costs can go much higher.Labor costs and materials vary by state and the property is a case by case basis.In some states with harsh winters getting contractors to do anything is tough during that time and your labor rates will go way up.

Its sad to see how a few mistakes made by a referee can put a whole country on its knees.I lived in Croatia for the most of my childhood and know how passionate everyone is for the game.Its harsh to use words like corruption and bribery but the 2 decisions were not made with the sale criteria.Some referees are more stringent than others with certain things and have different perceptions.

You may get some traction trying to go that route, but I've also found the seller's terms are pretty harsh (30%+ down, 3%+ > market rates) - not every time, but I've seen it several times.
