I am looking at a property that has a garden level/basement with ~7ft ceilings, normal height/size windows, and 2 separate ground level entrances/exits... it backs onto a hill and is roughly 80% above grade. 

Have a ton of experience in the rental market, and ground up development including industrial and retail.  

We've got 10 new ground up projects going right now. 

Unless your rehabbing or doing ground up, its not really out there unless its from your buddy John.

You have to drowned it out by making fertile ground for good actors to sprout up.
