If the house has reasonably good location is in the reasonably good condition, and it is price correctly, and it's not messy inside, it generally sells at this price correctly.A survey of hundreds of realtors that basically said that over 80% of all expired listings are mispriced houses, meaning the sellers want to much money for the house.Seehttp://homebuying.about.com/od/homeshopping/a/Buyo...I like expired listings the best, and I like to knock on their door and not mail them anything and not talk to them on the phone.

Cost in that case can range from a few thousand dollars for application, survey and re platting to being cost prohibitive including legal fees, hearings, legal actions, partitions to various governmental agencies, etc.

Our local department of natural resources (different in RI and MA) have differing requirements for setbacks from the wetlands, but the process is fairly similar - you end up getting a wetlands biologist to "flag" the edge of the wetland (literally, set little flags into what they consider to be the edge) and then you hire a surveyor to survey the property, including the locations of these flags.
