If you're a beginner this is a risky gamble though.

REI isn't gambling if done correctly. 

Obviously buying a home without an inspection is a gamble.

There seems to be a plan in place to allow gambling which will further boost everything here.I mentioned above that I am a newbie investor, not entirely true, I own a good number of rental property in Germany.Is anyone here active in Dubai, currently looking to invest in Dubai or just living here?

Let them pay when they have the funds rather than gambling that they will still have it when due.  

I was thrilled, to say the least, and thinking I was now the smartest guy in the room, I jumped into another deal, another foreclosure, but this one had a very different outcome.

Appreciation is always a gamble and/or a long term play, nobody knows if the house will FOR SURE appreciate in the short term.
