I never take down land prior to getting entitlements in place to develop the property to its highest and best use.I  would not recommend purchasing any raw land unless it is really cheap or you can pay cash or finance without any pressure.

Most agents will also tell their client not to accept your offer after you tell them you just want to wholesale it, so it's unlikely to be a particularly fruitful endeavor but you can try.
