The reason assessed and market differ is due to homestead portability and caps on the increase in assessed value each year (3% for homestead and 10% for non).

I installed portable a/cs into those two bedrooms instead and took out the window units. 

Such portability with simultaneous security of tools eliminates the need to stay at the rehab property.

There is even a portable AC unit out there.
