I wouldn't worry about wasting the contractors time in your case, especially since you seem to be so conscious of it.

In Cincinnati, it is common to have heat and water paid by LL in older properties, since it is one gas meter feeding a single boiler to heat the radiators in the various units.That being said, you are generally talking about expense conscious tenants in that C-ish range. 

Just be conscious before you spend down reserves that you keep a couple thousand per door set aside for any of the above.In 23 years I have never bought anything with a negative cash flow, never.  

But if you are budget conscious, you should come prepared. 

Personally I have a conscious and wouldn't be able to take advantage f people like that.  

As has been brought up before, be conscious of their time, make sure you have a general understanding of what you are looking for, and how real estate works.
