Why should they wait to get a new tenant till the current tenants move out. 

It would be our second up down house hack, however, with interest rates in the high 6's, it would probably not cash flow after moving out.

Like others have mentioned, they will come back to you eventually if they can't sell for the price they are looking to move it for.
