I do not know about partial payments, but they offer free credit reporting to the tenants and all mine have enrolled, so if they are late it goes on their credit report, or if a partial payment is submitted it gets reported as late.

Therefore I enrolled in real estate school to obtain my license.

To second what Bill Walston said,You may want to consider an Enrolled Agent someone designated and licensed by the Dept of Treasury in taxation.

As for the new apartments, I would check the enrollment numbers for the school, most of them are growing by leaps and bounds.
