Mud, texture and paint can make a world of difference.I would also recommend getting some bids from QUALIFIED contractors so you can an idea of what you are looking at.

You also want to avoid areas that are slipping down into ghettos or that have some sort of long range government plans that are going to hurt values.Don't buy were the city is placing a sewer plant 5 years from now.I recommend areas that have something desirable about them: good weather, growing populations, close to water or outdoor sports activities.

Great acqs - student housing is worth looking into, independence area has been getting lots of attention (the schools teaches from Kansas are transitioning to MO), folks from the Ford plant in Claycomo seem to like living close to the highways for access.
