If you fail a item on a annual or semi annual inspection that is the tenants responsibility, then CHA will require them to make the repair after a certain amount of time.

For example, if you narrow down the list to 20 and out of the group you get 3 that will listen, you are way ahead.The benefits to the owner:1) No more head aches with tenants and property management.2) Interest on their equity paid to them on a regular schedule (monthly, quarterly, semi-annually, annually)3) If you can't handle it, they get their property back.Benefits to you:1) Little to no money down2) No bank qualifying for a loan3) You can refinance the proprety loan as the owner after you make improvements and raise the rents.

I would rather someone new get started with a so/so deal than not do any deal at and never get started.There isnt anything wrong with taking a semi low cash flow for a little nicer property that you dont mind living in.

It is apparent that land lease deals have the lowest upfront cost as you only have to provide the MH which can be acquired through semi-lonnie deals (somewhat a strategy of the past), or even homes that are being given away on the contingency of having them moved.
