The southeast (Rt 3 East) is where most of the money is.

The hurricanes are part of the developer's risk as well but Florida and the Southeast of the US gets hit much more by hurricanes that Cancun, which hasn't been hit after Wilma.

The sheer scale of the bad areas of Rochester range North, south, east, and west of Main St. means that a LOT more change has to come to that area to brig it up to speed.

Oakland is set up so that there’s a strip running more or less straight north and south, and then a long strip running southeast along the Bay.
