This tells me that the market is screaming for a mid level accommodation, and that's going to come from one of two places - either you are going to upgrade and fill it OR somebody is going to buy the dead motel and modify it to fill that void.

So if I was bidding this project: a ton of big tree removals, with stump grinding, and soil backfill, on a slope to accommodate space for a 3000sqft home, $25,000 would be more than enough.I've done tree removal projects like this before in Los Angeles, typically under $5000.I'm not convinced there's any way this could cost more than caisson work.

As a board member of two HOAs, let me just say that you are way more likely to get traction and accommodation from the HOA if you go in friendly and helpful rather than with guns blazing.
