If a tenant is renting a 3 bedroom home, and reported that one of the rooms had a leak 6 months ago, but became uninhabitable as of 3 months ago (can’t figure out where the problem lies and outside paneling is going to be coming off to search further), should they receive a reduction in rent?

Most of my properties have accordian style sliders so pretty easy but one house has those heavy panels that one took a good 3 hours as the tenant apparently used some of the panels and attached them to wood fence gates to stop his dog from passing below, and a few other panels for other purposes.

My experience with a "professional electrical inspection" typically involve looking at the meter weatherhead "visually", taking down the electrical panel cover and look inside and see if there is any cause for concerns (double tapping, mismatched wire gauge & breakers...), testing and resetting of one or two kitchen GFCI receptacles, plugging in a few receptacles with their $10 tester and making sure the "CORRECT"s are lit up.

I don't want to upgrade breaker panels and they don't want design network infrastructure, but in Maryland, you must have a Master or Limited Electrical license to pull a permit for low voltage installations.
