Honestly, there's nearly zero enforcement, and if the guidelines are this vague, it would be easy to argue exactly that, if you show you made some effort to follow the guidelines, like give a copy of the new guidelines you linked to - to the tenant and have them sign that they got them or something.The process for filing a complaint with HUD is onerous.
