Add some lights, curtains (even if the window is tiny) a rug, tv and a futon, it looks alot better than you'd think.

If they prove to be good tenants over time then we're not going to pull the rug out from under them.

If the floors are cold they put down rugs.

And if you put in the concrete and it 'feels' cold you can warm it up with some area rugs when you are showing the place to potential buyers/renters.  

also you can throw some contrast with a nice rug, but I assume that would be up to the tenant.

If you're concerned that it feels too hard/harsh, you could put a few area rugs to soften it some.

Heck - alot of stuff was not listed - like blinds and area rugs!

Area rugs are personal property - but not wall-to-wall.

anyways the end resault was  the tax deed investor got all of his money back form the sale + his fees and his atty fees plus the upkeep and repairs that were made prior to being informed of formal legal actions the bank was taking,. .. becareful not to state improvements,. fixing broken windows or plumbing is not an improvement is a repair,. neither is replacing shot worn out dirty rugs / carpets,.
