You'll have to either stop the water from getting to the wall or floor first by waterproofing the exterior or putting in a french drain around the interior perimeter of your basement floor which drains to a sump pump and pit and gets pumped out. 

I hired a company to install drain tile around perimeter. 

We had to cut the rubber around the perimeter to install the Lam beam to set the truss system on.

I had the brackets put ALL the way around the perimeter of the whole basement.  

If your basement is conditioned space (heated - either directly or indirectly (i.e. the boiler, furnace lives there), then you will want to insulate the perimeter of the basement.  

I look in a pretty big perimeter personally, and it just comes down to what numbers make the most sense and what work I'm willing to do.Am I in a hot rental market and just haven’t found the right 2nd investment?

The current plan my contractor has is ~4' of mulch on the perimeter, a clean brick outline maybe like this, and gravel for the main body of the yard.

does a software exist that I can preset my perimeters and it will give me an excel sheet of data pulled together using the mls, vrbo, Zillow etc?

To save yourself the hassle of moving you could invest in a pump sprayer and bottle of termador or cyckick or somesuch and spray the perimeter of the trailer every month or whatever directions say.

However I think they are getting more income from this type of situation than they would if they rented to one family.Also, as I was walking the perimeter of the house I was chatting with the next door neighbor who was informing me that the building contains people with criminal backgrounds and has a lot of drug activity.
