Do you have a a significant budget to get plumbing, electrical, mechanical, etc to the building? 

I clean it up a little and sell it for more and a higher interest rate.

They were unable to do so and have ostensibly walked away from the project leaving their partners to clean up the mess.

Probably will never be utilities there like electric or water. 

She verified vacating the apartment on Dec 1st and shut off the electricity on Dec 3rd.   

Frankly, I'm not crazy about tenants messing with anything that has to do with connecting water that is always left on (ie dishwasher, washing machine) or electricity that needs to be specifically wired (ie range, dryer).

@Jason Tucker  you need to add in your utilities, common area cleaning, and turnover costs to determine if it makes sense. 

Do you turn in clean PLs on each property?  

My longest recent rehab was 2.25 months and added a half bathroom, took down 4 walks including load bearing, put up 3 walls, new plumbing, electrical, flooring, huge percentage of drywall, an eye brow porch, new kitchen with full layout change and new bathroom with full layout change.
