I would suggest you use your VA Guarantee (VA Loan for short) to purchase a home.

In NC, SC, VA the entitlement process takes up to several years and potentially a lot of money for any implementation above 5 MW, which is why I favor the <500kW exemptions for "small scale" solar farms.

The tricky part to this transaction is the house was just purchased this year with a VA loan, so there is no equity.

One of the things that make "Agency" guidelines good is that they are standardized across all states so you will not find many differences in Conventional, FHA, VA, or USDA loans.
