Baltimore City and PG county are perhaps the best bet for smaller investors.

Account Closed   I have wrestled with this in my 30 years of doing HML's  and have gotten thousands of PG's but I can't name one that we actually went after.. the issue being those ( and this is generally speaking) those folks that borrow HML  by the time you would be in a foreclosure situation and have to move against the PG there is little to get.. its very expensive and darn near impossible to collect..

We like Baltimore, PG, and DC, but truthfully, any deal where the numbers work is OK.

I suggest you seek other lenders as it seems the CU has made up thier mind where to slot you.

I would have a personal guarantee on the lease from co signer.Look for language from any bank PG form.And see a lawyer, to make it enforceable.
