I wouldn't bother putting in a lawn or do expensive landscaping because tenants cannot be relied on to water the grass or even trees and plants.

@Bjorn Ahlblad as a military member I will tell you the lease may not be with the military but the military OWNS said tenant and will have no problem sending JAG to step in on his behalf to mediate for him if he feels he has been wronged and complains to his command.

I would charge the tenants for the stained garage floor if: (1) you have before pictures, (2) the tenant did not notate stains on garage floor upon move in on their inventory and condition form, and (3) have vendor verify stains either can be removed via power wash or it has to be re-epoxied.
