The tax lien is attached to the previous sellers not the current owners.The previous sellers are not cooperating and can’t produce a clear title.

OH is not cooperative with IL and vice versa.  

Usually when someone says the lenders aren't being cooperative it is because the lenders aren't telling the buyer what they want to hear.

Are you trying to get insurance as part of some “group” or some cooperative type thing, or what?

If I were looking to have someone help me with lease templates and systems along with basic landlord knowledge, my top choice would be reaching out to Christy Cooper Librizzi--she is not a lawyer but is a PM and sits on the AASEW board and is extremely knowledgeable about tenant/landlord matters and has probably seen most of the situations that happen in the rental world.

If they fail to cooperate, give them another chance and tell them they are going to have to pay for the treatments if they don't cooperate because you won't get a warranty.
