Like most RE problems your battle has many fronts; immediately satisfying the tenant, getting compensation for past shoddy work, getting the job done right and final, and following up to make sure it doesn't happen again.

I am a kilz fan for hiding dark shades, but the oil based I avoid unless battling something nasty, so try lower VOC).. 

I would not start  a battle over the first payment being sent to the wrong address. 

We all say the wrong things when are upset; so whatever you have said, move on and consider the eviction an end to those emotional and unpleasant battles.

I would pay them the newly negotiated remainder when the next tenet entered the property.You are not obligated for this but it makes for a good financial decision.There are some that I do not mind having that battle with.

It might not be worth the legal battle to deny them.

Alan C the house has been rehabbed to turnkey but because of past battle scars I have foolishly kept it vacant until I figured out how to go forward.

But you should be willing to have a great court battle by doing so.
