As long as you do not have a policy of not accepting vouchers you can still reject any applicant that does not otherwise qualify.

You should have a form letter that you send out that says somebody was rejected.

And since nothing was ever started or agreed to , I sent a letter of rejection to the contractor.Public Adjuster his the ceiling and tried to use emotional tactics to make me feel bad.
